How to discipline a 2 year old when he is very hiting and pulling his sister

My son who is turning two, march 12 is constantly pushing and hurting his 11 month old sister..He'll pull her legs and tells her come on, Every time he does so I tell him no that hurts her and to say sorry and give her a hug and kiss but less then 10 minutes later he does it again..I also put him in timeout for 2 minutes and nothing..I dont know what else to do but keep them apart

Be on the floor with them. Don't leave him with her alone. Talk to him with simple terms like "No pull" "that hurts" "stop" give him lots of attention for when he isn't doing anything to her. Teach him how to sit and play with her on the floor in that spot. If he wants to show her something, show him that he can bring it to her. It just sounds like he doesn't know how to be with her, and wants to play but doesn't get that she is little. Have lots of play time together with them. That will be very helpful.

Well then he needs to do the same with them both. You BOTH need to be interactive on the floor with them and discuss with your son in simple ways what he can and cannot do.
