How to discpline a 16 month toddler?

I have a 16 month girl who loves to walk around and grab teacher's cell phone (which is used to play music) during the story time. At first I didn't stop her, but the teacher got distracted, and asked me to help. I took my girl away, which made her cry loud. I am not sure what to do at this situation. Should I discipline her in public? If so, how? Thanks!

I would also have done it like Lise said.There is no problem with discipline in public.f

If my DD did that, I would say something like, "That belongs to (teacher) - let's give it back." Then I'd have her return it and wouldn't let her grab it again.
