How to get a 2 & 1/2 year old to answer questions?

My almost 3 year old like to repeat what I ask and not answer. How do you make them understand it's a question? Little minds are so interesting.
For example: Why are you in timeout? She will say "Timeout" but she knows if she want's juice or milk

Repeating the final word or phrase you say is called Echolalia. This is not uncommon in toddlers; it is part of them mastering language thru mimicry and also when they are still learning to decode language. If the what you are asking her is a concept and not a concrete item she may repeat part or all of the phrase back as she is aware you want her to respond but she has not mastered conceptual speech. Like you say timeout, to you it is obvious, to her she can't see "timeout" so it is a hard question for her to answer. Where as; Do you want juice or milk is concrete, so she can decode that question more readily. Over the next few months her language skill will advance tremendously and she probably will stop.
