Another thought: Where is mom when these things are happening? Why can't the kid wear his cleats along with the rest of his uniform, thus eliminating the need to change shoes before the game?

When my kids played soccer, they got dressed out at home. Cleats, guards, uniform shirts...all went on at home, before we left. Is there some obscure rule in your area preventing this?

Another thing about youth soccer...unless they're on a traveling team, generally, they don't even need cleats at the age of 8...they can play in regular sneakers!

There are so many ways to approach this that I'm not sure where to start. But, I stick with my answer below...the only way to teach anything is by example, and patient reminders. But, having been in that situation, my easiest solution was to have them suit up at home, prior to getting to the field.

The same way you get them to be responsible at home!

Keep reminding them. Of course, it also helps if you're a little bit early to games, etc, if they are required to change into gear when they get there. Otherwise, you rush an already rushed child, and something is bound to get lost.

Other than that, the only way to teach anything is by example, and patient reminders.
