He try to suck the thumb evertime. I stop him but he does very frequently.

At 3 months old.... they NEED to suck. It is perfectly normal. Some kids don't suck much more than when they eat... and others need to suck practically ALL the time. Both ends of the spectrum are perfectly normal. If you don't want him to suck his thumb you can try feeding him (if he seems hungry) or offer a pacifier to see if he will take that instead. You can't remove his thumbs and if he needs/wants to suck.... he's going to suck on something.

Well, he is trying to self soothe. Sucking is a natural reflex in babies, and all he is trying to do is something completely natural. If you can, try offering a pacifier. At least that is something you can take away from him later down the road. He will always have his thumbs. That is a much more difficult habit to break. But it sounds like he needs SOMETHING for his normal baby oral fixation.
