I am fustrated with my daughters bedtime, she cannot sleep now without tv to fall asleep and everything she gets upset about she throws up it gets very fustrating i just want to start feeling okay with her bedtime

You've got to try and not make it a battle. You may need to slowly wean her off the TV and you can start by setting the timer or going in and switching it off after a certain amount of time. Make sure you tell her when she gets into bed that you will be back soon to turn it off, don't just do it. You need to let her know what you are doing so she can get used to the idea.
Every 2nd night reduce the amount of time the TV is on for (or every 3rd night, see what's working). Make sure you start a new bedtime routine as well. Like bath, teeth, book and then bed. Do things with her that will calm her.

I like the advice Michelle gave. I would have also suggested doing a bed time ritual..I like the, taking a bath,brushing teeth,maybe reading a story and then going to bed
