We stay consistent in consequences but to no avail. Have even started taking away his toys, but nothing changes. Any suggestions?

Find his weak spot...what is most important to him, and take that away when he misbehaves.

Dove also makes good suggestions. And we (all moms) might be able to provide better or more specific advice if we knew what problems you're having and what consequences you've tried.

Grounding him from computer/other electronic devices... Extra chores.... Not being allowed to hang out with friends... Etc...

What issues are you having? Typically speaking it is best to find a consequence that fits the issue... Like if he didn't do his homework cuz he was on the computer... a week with no computer time. If he didn't call/text you by a certain time... he loses his phone and the privileges that go along with the phone for a week. Things like that.
