No, a person making a false report to child services does not get in trouble. You said the caseworker told you your cousin was "one" of the people who called. The caseworker should be in trouble for that disclosure.
How do you really know it was your cousin?

No. That is just the way the system works. If a report is made by a mandated reporter, then often times that reporter will give their name as they may need to be contacted to gather information. For example, I am a school nurse. If I see a child that I suspect is neglected or abused, I must report it. I will give my name and title and sometime I hear back and sometimes I do not. The CPS caseworker then investigates the situation and decides if it is indicative of abuse or neglect or if it is not indicated. Never has a parent been told that I am the one who called. NEVER. When someone from the general public (your cousin) calls, they usually call a hotline. The hotline cannot ask the person's name. I don't know why your cousin would have given her name if she was making a false report. That makes no sense at all.
If the system set up to protect our children starts punishing people for a report that is not true, then the system will not work. Even if they have to check out 10 false reports to protect 1 abused child.
Now, if your cousin made a false police report, that is a different story. Making a false police report is a crime.

CPS is not allowed to disclose who reports a suspected case of abuse. Whether it is false or not. If people are afraid that a CPS worker will tell someone their name then people will be afraid to report. CPS workers can be fired over this.
Anyway, what is the question?
