A one year old should be drinking whole milk, not 2% and her stool will change according to her diet, as long as she doesn't seem to have trouble pooping, it should be fine.

You can try mixing half whole milk and half 2% and gradually reduce the 2% until she gets used to it. Whole milk has the fat needed for brain development, 2% does not.

switching from formula to regular milk will also constipate them. It's their body getting used to it. Happened to both of my boys when i switched them. Once their system got used to it they werent constipated anymore. You can try giving her some watered down prune juice that might help with the constipation.

Little balls of poop means she is constipated. She needs to be drinking more fluid.. At 1 year old she should be drinking whole milk, but she clearly needs to be drinking more water also.
