Once you find a nice affordable place. Plan the shower for three hours after lunch and before dinner. You can serve tea and lemonade and desserts. Like a little tea party. Play just a few warm up games, let mama open her gifts and wrap it up. I have been to dozens of showers and IMO, unless it is a big couples party- keep it quick and moving and let your guests get home. The goal is to prep mama for baby.

Look up a few places and what your budget can only affords it can be set up with decorations nice and thing so you don't really have to worry about the accommodations but it should be a clean nice place like an rented house.. Let people come there
