I need a "fair" punishment for a 12.5 & 14 year old

They argue, fight, argue & fight. My younger one thinks he knows everything, starts the physical battle & then always ends up crying he plays the victim. My 14 year old is funny but an instigator....

Any physical violence in my home earns the offender (or offenders) a 24 hour ban on... pretty much everything they like to do. No electronics, no toys (for my little one), no going out w/ friends... basically they can go to school and read only. If it doesn't get physical (my twin girls are 14)... I stay out of it completely.

I have handed out consequences that range from them doing one another's chores to actually being duct taped together until they can compromise. How sever do you wan to go?
