If he is only eating cereal and he's not drinking any milk/toddler formula.. you are right to be concerned. A typical toddler does not eat much, but if they don't eat... they usually will still drink their milk.
Cereal is pretty much empty, useless calories.
Have you stuck a small variety of healthy, child friendly (easy to eat) foods in front of him and let him feed himself? Strips of toast or pancake, scrambled eggs, soft fruit like bananas, cooked carrots and sweet potato, etc....? Some young toddlers have texture issues for a while and will do better if they are offered those baby food pouches that they can suck the food out themselves.
Generally a child that is offered a variety of things at regular intervals and left to choose what to eat and when will not starve themselves, but there are some extreme situations where this is not the case and additional help (likely from a nutritionist and/or behavioral specialist) is in order.
