I really want another baby but my tubs are cut tied and burned

Studies have shown that tubal ligation (tying of the fallopian tubes) is not a 100% guarantee of contraception. There's still at least a 1% chance of getting pregnant after your tubes are tied. This risk then increases to about 1.8% after 10 years. It has also been noted that most pregnancies occurring after ligation are ectopic in nature, meaning that the pregnancy occurs at the fallopian tube instead of the uterus. You may want to join the fanpage "Pregnancy Hours" in facebook. They helped me a lot with my ttc issues and their words are motivating me to keep trying. Good luck!

I agree with Jodi, be happy with the 3 you have.
You chose to have a permanent birth control procedure done, so you were happy back then with 3.
The other option on top of what Little Miss has said is IVF but all the options are expensive.

In addition to what Little Miss said, even if you ARE successful, your chances of ectopic pregnancy would also be much higher, putting you at risk.
Perhaps it is time to be happy with the 3 children you already have? Obviously you were happy about that at one point, because you chose a permanent birth control.

As you know, the whole point of having a tubal ligation is for permanent sterility. You have to have a reversal done. You are right, insurance won't pay for that. You could have a surrogate, or adopt. The reversal is not fool proof though. I forget the percentage of chance of conceiving after reversal, but it isn't very high. Good luck love.
