I think you may be stuck with the stretch marks.
For flappy arms you need to work your triceps. Tricep dips, tricep press ups, kick backs. There are a few others but I can't remember what they are called. Also try working your biceps and shoulders, just enough to tone not to bulk up

A well balanced diet and moderate exercise regimen depending on whether you are healthy enough for physical activity.
Every time I'd had a child, I had a time limit to lose the weight and get back into shape due to job requirements. I can tell you that it is usually harder to do after having a baby, especially if you've never struggled with losing weight before in your life. I can elaborate more on it, if you would like.
