If a just turnedr two year old does something wrong...

.like kick a table i tell her not too calmy gently and in a matter of fact way but she sobs after so i hug her..... is that a wrong way of telling her off. Should i cuddle her afterwards or not. If a family member says it too sternly she really really crys so i hug her. But im told i musnt as it tells her that its all right for her too misbehave. The same things occurred as a baby she would misbehave. But i was soft on her thinking she was only being playful and i didnt like upsetting her when she laughs and is happy. So am i wrong if i dont comfort her when she cries. My inner feeling is guilt. So do i comfort her if she crys after being told off or only if she really really is upset?

All you are doing is teaching her that she will get a hug whenever she cry's. You tell her off, she cry's and gets a hug. It's not teaching her anything except how to get her own way.
If you want to run your house and not your child, you need to be tough. You aren't doing yourself any favours by what you are doing. As she gets older she knows that whenever she gets told off all she has to do is cry and she gets a hug and is forgiven.
