Have you taken him to the doctor for a work up of diagnostic sleep testing? If he is only sleeping for 4 hours for every 24 hours there could be a chemical imbalance or neurological anomaly keeping him awake. If that is the case, physical activity, baths, and lavender are not going to help him sleep. It is very important to find out exactly what is keeping him awake because giving him the wrong medication at this age can do permanent damage.

Many doctors will not perform sleep testing until you've kept a decent sleep log for at least a week (sometimes more, depends on the doc), so when you call to make the initial appointment with his doc, ask about what kind of records you need to keep and begin the log then. A sleep log is basically a detailed chart that notes when you put the child down to sleep, when he actually falls asleep, when you wake him up, when he wakes up on his own, and what he does when he is awake and when he does it.
