Is it normal for an 8 month old to be so violent?

My daughter has very violent actions and I am starting to worry about her. My 4 year old and 5 year old don't want to play with her anymore because she hits all the time. If I take something away from her, she hits, kicks her feet, throws a tantrum screaming and crying. I have tried when she hits just taking her hand and rubbing my face softly and telling her gently.. I have been doing this for about 3 weeks and its not working. I know all babies pull hair and cant control their motions very well, but I feel as if this is a bit over board. Does anyone have and suggestions?

When my daughter went through the hitting phase I simply would grab her hand look her in the face and say in a very low stern voice "we don't hit", if she continued to try I would simply put her down and walk away. My son was almost 5 when she started so we had to teach him to ignore her too. If she hit him we taught him to turn around and ignore her, it really didn't take too long before she realized she got more attention by being nice then by hitting.

My daughter very rarely had tantrums where she would throw herself down screaming because when she did my son would laugh at her and ask her "what her problem was", I would always step over her and just continue on like nothing was happening.
