Is It Ok To Give An SSRI To A 4 Year Old?

My husband's ex-wife has put all of her children on some type of psychiatric drug. All, at very young ages. The latest is my step-grandchild. Triston is 4 and she says he has a mood disorder. How can anyone diagnose a child that young?! She is giving him Zoloft. We all could say bad things about the ex, but that is not what this post is about. We are beside ourselves. I believe that these drugs are dangerous for young children. Did you all know that in 7 out of the 10 school shootings that the perpetrator(s) were either taking or withdrawing from some sort of psychiatric drug? Unfortunately the research on meds for children is still ongoing. Although, they have now said that these drugs can easily affect the development of the prefontal cortex in a child. This part of the brain is responsible for reasoning, conscience, decision making, etc. this is scary stuff. I believe a child needs love, guidance and understanding, not drugs. Does anyone have any input on this matter. All is greatly appreciated.

Unfortunately, the parents are not in the picture too much. The mother, my step-daughter, is also taking meds and has been since she was 6. The father is absentee.
My husband's ex has custody of the child and also has her other 2 children, ages 15 and 10 (not my husband's), also on meds. The ex is a counselor so she thinks she knows it all. We feel like there should be some legal recourse but we live in a small town and resources are very limited. This whole thing just terrifies us. If we try to go after Triston to get him away from her, there is a major possibility that she would not let us see him anymore. and that would break our hearts. We have tried social services and they will not do anything. It has been so frustrating! This is why I posted on here. I am trying to find out new ideas on what we can do, not to mention it is great to be able to get this off of my chest.

Shouldn't the parents be dealing with this? Are they? Do they know? I would not give any child any sort of drug that was not ok'd by the pediatrician, and even then I would be hesitant to give any medication.
