WTF does a woman with a period have to do with constipated twins?

I have never heard that. Although I'm not sure what it has to do with your twins being constipated. . .

How would you even potentially enforce that?? Nursing is still a female dominated profession, especially in maternity I have found. They frequently handle newborn infants. Is every mother supposed to ask every nurse who might come in contact with their child? Or are the nurses supposed to wear some sort of sign??

That's not supposed to sound mean :P I'm actually sitting here having a giggle about it.

I think it's safe to say that having another woman who is on her period holding a newborn is perfectly safe.

As for the constipation, there are many things you can try, but I would suggest that you talk to your doctor if your twins are very young. Treatments vary with age and what can be safe for a 6mo old may cause problems for a newborn. Formula feeding vs breastfeeding can also cause differences. So talk to a doctor if you have concerns :)

Any woman capable of holding a baby can hold a baby at any time.

Sorry your twins are constipated..
