Is my child's teacher taking things too far?

Two years ago, my husband's kids from his first marriage came to live with us through social services. Since then it has been nothing but a roller coaster ride with behavior and emotion. My step daughter and I having been having trouble bonding. I have tried everything to make special time with her. She was asked to join the after school program when she started kindergarten. Her teacher took a liking to her. I couldn't get kale attention anymore because everything was about he awesome teacher. I won't lie, I was jealous.
Then I made an outing with my daughter to pick up her Christmas concert outfit. When I went to the concert, the teacher changed her into a dress and did her hair with new shoes. The teacher claimed they were donated to the school and this outfit was picked up out for her a month ago. I felt like she stepped in where she didn't need to. I thought the best thing to do was pull Kaley from the program to stop the problem. But my son was still going there.
I started talking more to her and she seemed like a good ear when my husband had surgery and then I broke my ankle. She offered to help us with food pantry if we needed but I replied that we were doing OK.
Now that school was near an end and after school program is over, I get a call from social services that a referral was made that there would be food in the house to feed my daughter and son, both of which had her for a teacher this year. But no mention of my other 2 sons.
I know it was this teacher that did this. Should I let this go or file something through the school district when the investigation comes back wrong?
