The FDA is warning parents and caregivers not to use benzocaine-containing medication on children younger than 2 years of age unless otherwise recommended by a physician. and Baby Orajel dose have benzocaine. To be safe I wouldn't. But if your baby is acting fine right now, then they are fine. if there was a problem you would have know really soon and as long as you gave the baby only a little bit. its when they have too much that it can be a problem fast.

Give them some baby Tylenol or try giving your child a soft baby tooth brush to chew on (A doctor told my mom this with my brother, but just watch them so they don't shove it back in their throat) or a cold wash cloth to suck on.

Yes. Orajel is safe. We have used it in my family for decades among all my neices, nephews, and my own children.

It is absolutely fine; I just wouldn't apply it more than a couple times per day. In between applications, if you baby is hurting/fussy, dip the nipple of a bottle/pinkie/your finger in water and dip it in sugar to let your baby taste. This is a natural pain relief for babies.
Also, wet a wash cloth and put it into the freezer until it is cold (not frozen) and let baby chew on it. This helped my son a lot during this time.
