MIL Problem!

Hello! I am new to this but I am having a issue with my mother in law!
She was asking us all the time when we were going to have a baby. I finally got pregnant and she was thrilled. She was over the moon! All the way up till I gave birth she was so excited. After Cayden (my 7 month old) came home from the hospital, she forgot all about him! She never sees him or anything. I refuse to take him to her house because her house is very very dirty. There are adult diapers not thrown away, the dog pee's and poo's all over the house and in his cage and then lays all over the furniture, she smokes in the house, there are ciggs. everywhere, ashes, dust, dirt. She is just not clean at all! When we do go over there, she is running around her neighborhood showing him off to everyone and by the time we are done we have to leave. Well, she will never come to our house really! Every once in a while if we are having a event here then she will come but other then that she says she cant come over because she is taking care of her mother and cant leave her alone. But, she can leave her alone to go to the casino all night long, to the gym, shopping, fair, etc. Also, anytime she does see my son she has gifts for him.

I tried councelling and invited her to go and told her that her grandson is getting to the age where he is getting shy and crying and pulling away from people he dont know and I dont want him to do that to her and how much we want her to see him all the time and spend time with him and she said she would and that was 2 months ago and still nothing!!! I keep telling her you can not buy his love. He dont need anything. Just spend time with him please!!! I dont know what to do with her. I dont know what to tell my son when he gets alittle older why his grandma only comes around when she wants to, why she never sees him and brings him gifts when she does.
