My daughters mucus plug bursted and the hospital sent her back home due to her only being 2 cetimeters. Were they suppose to send her back home

The other ladies are right, the mucus plug can come out weeks before birth.
Obviously her waters haven't broken and she isn't contracting so it was right for her to be sent home.

If she is not having g regular contractions or contractions as not close enough then yes. It could be days before regular contractions start. It is also much easier to labor at home when you are not far along.
