My 13 year old daughter asked to dye her hair

My daughter is 13 and she wants the dye her long black hair. I've checked the school dress code and they don't have any rules against dying unnatural colours - many kids in her grade and older have coloured their hair (she's in a high school for 8th-12th grades). Should I let her dye her hair, or should I tell her to wait until she's older? She's never previously had her hair dyed before, and I am a bit concerned about the chemicals that's in hair dye that might damage her hair, roots, and it might turn out bad. She's very mature for her age and is turning 14 soon. Any ideas? She said she wanted the permanant hair dye that does not wash off when you wash your hair.

If her hair is black, what color is she considering? She may not get the results she desires. If you do consent, I'd advise a professional colorist do the job. How will she pay for it and the upkeep? If she changes her color significantly she will need her roots done every 6 weeks and that gets very costly.
Why does she want to change her hair? Does she want to fit in, does she not like her appearance or just experimenting?
My answer would be no, but I have a school dress code to abide by. If the dress code were not an issue; I'd still say no until age 16 at least, and she can pay for the work on her own.
