i think the younger boy is craving attention, doesn't matter good or bad, he feels 13 yo is more loved, stays up later, gets more hugs, even punihment is better than being ignored. and 12 yo knows you love him, he is just trying to control the entire family. show him more love, but tell him he will be totally ignored and put on a diet of baby food if he acts like one.

It all depends on the Circadian rhythm that affects the mental growth of a child. Sometime some kid are highly evolved in there thinking and might have more aggressive attitude since beginning. Your case seems to be like this. I would suggest you to make your younger kid engage in more of outdoor sports so that his excessive energy quotient is exhausted and he behaves like a kid. Lay some sort of surprises for behaving well with your elder kid.

Maybe you need to take some parenting classes to learn how to deal with teenage boys. There is No WAY my 12yo would act like that to his brother. I have never allowed it and they know it.
You also need to follow through with the threats of punishment. Don't back down as they will then walk all over you.

What are you doing to punish the 12yo? Your 13yo needs you to be a parent and let your younger son know that bullying isn't tolerated!!!!
