My 15 month old does not want to walk or even try?!

My 15 month old son went to the doctor recently and suggested because he isn't progressing to seek physical therapy well, he didn't qualify for this specific therapist and, I have a hard time believing that in the mean time I am seeking another therapist and, working with him day in and, day out. I hate to say there is something wrong because with my first I didnt even have to work with her she did it all on her own but, this time around I am putting in so much time, and effort and were not getting anywhere almost like he cant hold his balance and, like a child when they fall they seem to catch theirself he doesnt it's like he thinks there is something that will catch him. Has anyone else gone thru this? Am I just over exaggerating? Is there something else I can do because, we are getting NO WHERE.

Some walk later than others. If your physician is concerned, I'd see the therapist, but my youngest didn't walk until 15 months or so...He didn't really want to. He didn't crawl, either. He went from scooting to walking.
My eldest didn't seem to even need assistance, and was basically running by 12-13 months.
You say you've been working with a therapist...what does the therapist say?
