my 15 year old stealing from family

My 15 year old constantly runs away and has stolen expensive items from family members. Police say can't file burglary charges on him since he resides in the same house. He is suspended from school for smelling like weed and he admitted to the principal that he had just smoked. His grades are bad as he skips classes every day, he is repeating 9th grade and looks like he will be in 9th again next year. He is adhd/odd and will not take his medication. His doctor says he can't do anything and every where else I try I am not getting anywhere with help for him. He is currently in jail for running away again and they want me to come n pick him, which cost me money everytime to get him out only for him to run away again soon as we get to the house. What can I do? He needs help

What other consequences have you tried (other than calling the police)? Children need structure and discipline. You may need to take him into the school to make sure he's going. Be on top of him each night to complete homework. Talk to the school to find out what special services are available for your child to get him back on track. How does he get money for drugs? Limit his interaction with people that may be helping him do bad things. If he keeps running away, maybe he needs to be put in juvenile detention.
