And, in addition to what the other ladies have said, revoke ALL of her privileges and only give them back when she changes her attitude about school.
However, I would also be asking her WHY she doesn't want to go to school. This is the age where there tend to be a lot of "girl dramas" and there might be something going on.

Like Ashley said to do. Also you can be in trouble with the law if you do not do something about it and she misses so many days out of the sememster or quarter. You can face either fines or jail time or both. You should tell her that YOU will be in trouble if she does not get her act together and do what she is supposed to do.
