My 18 month old daughter has not started talking yet. Is this just a phase?

My 18 month old daughter has not started talking yet. She occasionally walks around the house saying "mum mum" but won't say it when you ask her to. She understands commands and questions that we ask her like "where is mommy" and will point to answer. She also does a "growling" or "grunting" thing and will point to whatever it is that she wants. I just don't know what to do. Is this just a phase or should I be worried?

There are a lot of factors in when a child talks. Do you read to her? Does she watch tv a lot? Does she use a dummy/pacifier?
Some children don't hardly speak until they are four.
Do you talk to her a lot? Do you explain what you are doing all day long, so that she hears a lot of language?
Is she with you all day? Or does she go to daycare?
I think you can maximise her communication skills by talking to her a lot, by reading to her a lot, and by turning off the tv. However, you may already do these things, and she still may not choose to speak until she's 3 or 4!
