Yes, it's normal. Most people have some variation in the color of their body hair. That's why some really blonde people have darker brows, etc.
Both of my daughters have a bit of variation in their body hair (they are 3 years and 21 months, respectively). My older daughter started off with really light blond hair and has progressed to a golden blonde with lighter brows, while my youngest has stayed really light blonde but her brows have gotten a little darker. Both girls had a patch of dark brown, almost black, hair at the base of their skulls when they were born and it lightened up to match the rest within a few months.
To put it in perspective with regard to parents coloring - I have very dark, almost black, hair and my husband was platinum (almost white) blonde up until he was about 2, then it darkened into the golden blonde/brown he has now at 33.
