My daughter is 10 and still chews on stuff. She chews on pens, pencils, zippers, toys. She doesn't even realize she's doing it. I brought her to a pediatrician a few years ago because her teachers were telling me she was ADHD. I knew she wasn't. The first pediatrician told me she was and wanted to medicate her within two seconds of walking in the door. She hadn't even spoken to my child first. I went to see another one. She told me that she was not ADHD, but suffered from anxiety and had difficulty with social skills. The chewing was a way to get the anxiety out. Like us twisting our hair or chewing on our fingernails. She recommended letting her chew gum and getting her a stress ball. She still chews on stuff but I don't worry about it anymore because I figure everyone has to have some sort of release. Maybe talk to your ped.

They have chew toys (I know it sounds bad) for that and I can't remember what they're called. Also try to get him to do other sensory things. Blow bubbles, anything that has to do with his mouth OTHER than chewing on his clothes.
