How old is your baby now? Breastfeeding works on supply and demand, so if he hasn't been latched to you and you haven't been pumping... you may currently have no milk FOR him. It isn't impossible to fix this situation, but it will take a lot of work and patience on your part. The more he gets the formula and the bottle... the harder it will be to get him to latch and nurse. You can sometimes 'trick' a baby to latch by dripping a little bit of formula on your nipple. It can take a while of sucking for the milk to let down, so pumping for a while before trying this may get the milk ready and ease his frustration some.
This is all from things I have heard as I don't have any direct experience w/ this issue. Hopefully someone else will be able to add to it for you.
