my baby is 3 months + and has umbilical hernia sometimes it looks huge and sometimes it looks completely gone is this normal ?

Most babies outgrow the hernia before they are 4-5. If the hernia doesn't go down, starts causing pain, or is otherwise really bothering your baby then they may need the hernia repair.
The repair itself is pretty straightforward and simple (my dad had a recurring umbilical hernia and had it fixed in his 60s). The younger your child is if they need the repair the faster they will heal.
That said, it is very likely your baby will just outgrow the hernia. My oldest daughter had an umbilical hernia and it has mostly gone away (she's 4 now). Occasionally she will get a little bit of a "pop out" now, but it is very rare and only seems to be if her tummy is really full :)
