Have you tried having your dd or ds play with other children that do speak more?
My ds talks but only can understand up to maybe 6 words. For him he has an older brother who does a lot of the talking for him.

When my ds is trying to say something or just blabbing I repeat what he is trying to say and sometimes my ds tries. It's hard when they don't want to seem to talk.

Have you tried doing speech therapy? I have a younger sister that went for speech therapy and that seemed to really helped.
