You should have been working with your child all along to teach him to speak. Reading to him and pointing out objects or sounds at home, at the grocery store, in the car, or anywhere you go, is helpful for the child to start learning. And he should be at the point where he can string together 4 or 5 words to make simple sentences, or tell a short story. At this late stage, I would say he needs speech therapy for him to try to catch up to his peers. Has his hearing been checked? Does he turn toward you when you start speaking in a normal voice? Does he seem to understand your words, like nodding for yes or shaking his head for no?
