My child's passport

I live in Arkansas and my baby's father lives in Texas. We are not married and I need to go overseas. He would not sign the consent form for my daughter's passport.
What can I do?

Go to travel state gov to find out what you need to get your child out of the country. Both parents must sign for under 16. Unless you do not know where this father is and have tried to find him, you can not get a passport made for your baby.

If you child was born here, then she is a citizen of the States. And in the US both parents have to sign for a passport regardless. All I can say is you are going to have to set custody, support, and visitation up. Or if the dad want to this badly prevent this trip from happening, he will have to come to court and set up paternity and so on. You just can not go out of the country with a child no matter your residence here or other places if the child was born here without his permission on the passport because he does have rights too.

I am a permanent resident of Canada and I live in the US just temporarily. I am going to apply for a job in Canada. We have never been married, and no, we do not have custody set up. My lawyer tells me here in AR unmarried women have full custody of their children. Her father has never come to see her.

There is nothing you can do that I know of unless you take it to court. Why are you going overseas? It takes two parents to sign for the passport until the child reaches the age of 16 then only one of the parents need sign. Do you and dad have custody set up? If so, who has custody and visitation? IF there is visitation with the dad, is he afraid of not being able to see his child? Please answer these questions.
