28 inches at 12 months doesn't sound small to me. Normally, the size 6 to 12 months is for babies up to about 29 inches long. She might be a little past 12 months before she outgrows the size, but she doesn't sound tiny.

Our kids have all been small. With our youngest, it's the most pronounced. When he was 30 months old he was still wearing size 18 months sleepers. He turns five in a month, and he wears mostly size 3.

When kids are young it's awesome that they're small. They outgrow clothes slowly and get lots of wear out of them. They don't outgrow toys. We rarely have to tell our kids that they are too big or heavy for things. Our youngest only recently stopped getting rides in the doll stroller. And people are always commenting on how well behaved our kids, but they think that our kids are way younger than they actually are.

I know though, that it could be hard when they get to the teen years though. Most teens don't like to look vastly younger than they are!

Every child is different. My daughter is smaller than my boys, that's just the way she is.
