According to myself & her teachers shes more than capable of doing the work. She just needs to do it & I'm happy to report that her recent in class grades and tests reflects that of all a's. This is probably contributed to her recently making the cheer team which she has always wanted to do. Hopefully this will help to keep her encouraged...

That would be my question as Jodi has asked. Sometimes letting a kid take the consequences of failing does not harm them. If she still is not doing what she should be after you have taken the things you have posted away, maybe its the only recourse. She will see her friends move on to 7th grade while she has to stay behind to make it up. You should maybe also sit her down and talk to her about possible issues at school that have not been mentioned before. Set up a meeting with her teachers and see what they notice of her during class as they can be a great resource for finding out what is going on. Have they contacted you about her grades or other things that indicate that there is problems? I would investigate this more to see what is going on.

I have asked her several times hoping that its not peer pressure. I threatened to not pay for summer school should she fail. I know she can do the work shes a bright kid. Ive even taken her phone. I am strongly considering counseling. Although I have 0 tolerance for this type behavior. I just want her to open up to me.

So why is she making this choice? Have you asked her? And what is her understanding of the consequences?
