We are down in the dumps she short 2% to get through must i fight for it

If she did not fulfill requirements to advance, she needs to buckle down and do so. That will either mean repeating the work, and finshing after her peers do, or perhaps she could look into a credit recovery class to bring in a good enough grade to pass with her classmates.

Either way, the only thing YOU should do is apply consequences and adhere to them

You should not "fight for it" for her.
It was her responsibility to earn passing grades, and she failed to do so due to her own actions. It isn't the end of the world though, she can do 11th grade again after Christmas, then 12th grade in the fall.
This will teach her that in the future she needs to look for signs of trouble early on so that she can address those issues.
