It could be quality of sleep that's suffering. Is she under any stress? Could be anything from too many activities to bullying to schoolwork that's stressing her out.
It could also be a dietary thing, like Kaitlin suggested. She could be anemic (low iron) and that can cause even a well rested person to feel worn down.
Another thought is, does she snore? If she does, it could be sleep apnea. That's how I was diagnosed. I snored from early childhood but it wasn't until I was 16 when I started falling asleep in class that I was diagnosed. I would literally blink and if I didn't wrench my eyes back open immediately, I'd be asleep in seconds.
All three of those situations have fairly easy fixes, so I wouldn't be too concerned. Just get her checked out and see what the Dr has to say.

Have you talked to her doctor? They may want you to start recording her lifestyle- what she eats and when, what time she goes to bed, wakes up, what her daily activities are. It might just be something simple you can easily change, like making sure she's eating the right foods (enough red meat, for example, for iron, or veggies, etc) or sleeping the right amounts (lots of catnaps v. lengthy sleep) or activity overdrive, or too even too much tv/computer time (it can cause some issues with young developing brains sometimes) or a vitamin you can take, but it's always a good idea to check those kinds of things out.
