Yes at 4yrs old children should be able to fully speak as you and I do so if she is not then I would definitely be looking into speech therapy.

I was thinking that, but i feel like she talks alot.. mayb just a lil to much.. lol. but since she still has both parents in her life her parents, the father feels she needs to be talking like us and i told him it takes time for her to be talking like that.but im goin to try and look for a speech therapist and see what they say. appreciate it.

How does she speak? At 4 years old there are still some letters that many children can not pronounce properly (l and r come to mind), but MOST letters are articulated by this age.

At 3, there were about half a dozen (if not a bit more) letter sounds that my son could not pronounce and the ONLY letter sound he qualified for services for was 'F'... all other sounds were w/in normal range til 3.5-4.5.
