my little girl is 3 months old when should she start crawlin or rolling over

My daughter started rolling over at 4 months, sat up without support at 5 months and crawling at 6 months, walking at 11 months...every baby is different though, just give opportunities to practice. Instead on putting her in a reclining chair, hold her upright in your lap to strengthen neck muscles. Put her on her tummy a few times a day when she is most active, she wont like it and will fuss and cry, when she can easily hold her head up put a toy just out of reach, it encourages them to try to get it.

Way to young. Rolling over maybe around 5 months or more (some don't ever) crawiling usually between 8-13 months, walking around 1 year or later. Right now she should be doing tummy time, and lifiting her head, and gaining head control. Around 5 months can sit up, maybe still supported.
