If she is nanny to your child, I'd be more concerned about where MY child was during that 2 hours. No, you shouldn't be paying her to take care of her own child and no, you aren't being harsh at all.

....The nanny has taken to napping with her kid. I feel like I'm paying her to nap. While one hour of down time is fine with me ,isn't 2 hours of napping with her kid taking advantage of me?? I told her if she wanted to keep bringing her kid she had to get her to nap on her own so she would be free to do other things. Is this harsh?
