my nephew is 12 and has a cell phone and uses social media site like Instagram. do you think that's appropriate for a little boy

Speaking from a parent of a 17 yr old and a 13 yr old as long as they handle the account appropriately, have it set to private, and I am able to view their posts and their followers and who they are following then yes. But really it does not matter what we think what matter's is what his parents think.

For a little boy? No. for a 12 year old? As long as his profile is private, he only has followers that he personally KNOWS, and he knows and follows internet safety precautions... yes.

Granted, my daughter was 13 before it was allowed, but many of her friends have had it since 10.

No I personally don't. But this is honestly up to the parents. It is great that you are involved with your nephew and concerned, but there is nothing you can about it except address it with mom and dad. Good luck!
