My sister in law is in the hospital at the min receiving steriod injections as the baby is very small and doesn't seem to be growing!! They have told her that there is a possibility that the baby will be delivered at 30weeks, why would they deliver so early??

If the baby isn't growing, it means the placenta probably isn't doing its job and providing the nutrients the baby needs. So they need to get the baby out so it can get the care it needs to continue to develop. They would currently be weighing up all the risks of delivering the baby early against the risks of leaving it where it is, and if they do decide to deliver, it is because they feel the baby has a better chance of survival that way.
