You should talk to your paediatrician. Some perfectly healthy babies don't walk until they are older than 18 months, but if a baby isn't walking by 18 months you should have him checked out to make sure there isn't some sort of problem. I have a nephew who was scooting on his bum like that at 18 months. It took him longer to learn to walk because his joints were looser than normal. He's fine though. It just took more time.
