You can always check with a doctor to see if there is something physically effecting him. He may have issues with his diet if he's crying continuously.
Most likely though he's just a sad little toddler, as they tend to be. It's hard so I feel for you. Try to stay positive and ignore the crying when possible and lay on how great he is when not.
Could anything be stressing the little guy out? My son is kind of sensitive and I found on days where he got to go outside to the park, or do activities like swimming he would have a better mood.
Does he nap in the daytime? My son also would (and still does actually) burst into tears or start screaming needlessly when he just needed a nap.
Stay positive and try to keep his life positive and consistent. Hope the best for both of you, stay strong!
