Um...who's in charge of the house? If your adult child refuses to contribute to household, why is he still living there?
My 19 YO has a job, contributes to the household expenses (that are directly related to him), as well as helping with his younger brother still. He is looking a moving out, but wants to make sure that he's on firm ground when he does so, so I don't DEMAND that he pay, but he wants to.
If you're allowing a 21 YO to live in your home, you can set conditions, or you can darned well kick him out. My conditions to my son were: Either look for a place to live, or expect to start pulling your weight. He's doing both.

Kick him out. Or give him a certain amount of time to find a job (like a month) and start contributing to the household, or he needs to move out on his own. Set some boundaries for him, or he will continue to be lazy, not find a job, and mooch off of you.
