OK, firstly, his size has absolutely nothing to do with whether he can write or not. Height is about physical growth, writing is about fine motor skills, two totally different developmental concepts.

Secondly, many children don't develop their fine motor skills until they are a little older, particularly boys. It doesn't matter HOW famous the school is, you can't make a child write if they are not physically ready to do so.

All I can suggest is practice. Not only practice in writing, but working on fine motor skills. Try practicing picking up small objects (you can turn that into a game), stringing beads, copying letters, colouring in between the lines, practice tying shoelaces, anything that requires fine movements with the fingers. This can help with developing the muscles needed to write.
