My son is 9 and will be 10 in for months, also in 4th grade. Every single time her sister's older friend comes by our house or anywhere else, he starts staring at him 'dreamily'. The older girl is 16 while my daughter's a few years younger. He says he can't help it...?

Honestly yes he can control it and should. My guess is that people thought it was "cute" the first time he did it, so now he does it for the attention. This is not teaching him appropriate behavior and good manners. This is something as parents you should be addressing and teaching.

I agree with Sarah H. tell him to knock it off or he won't be permitted to be around when this young lady is over, period. If, he has a crush on her and wants to be around her, he will stop. If he is shy or embarrassed and that is causing him to act foolish then he can learn to keep a poker face.
If you encourage him to behave like a mature boy and then reward him for complying, he will probably continue and everyone will be more comfortable.
